and says; _____, being first duly sworn, deposes

That he is a police officer with the Las Vegas, Nevada Metropolitan Police Department, being so employed for a period of five years _____, assigned to investigate the crime of _____ committed on or about 4-12-90 2000 HOURS _____, which investigation has developed ROBERT LAZAR _____ (date) _____ as the perpetrator thereof.

That affiant developed the following facts in the course of the investigation of said crime, to wit:

1. On 4-12-90 at approximately 1900 hours I, DET. D. LOGUE Pn-2839 and fellow detectives of the LVMPD Vice Detail were at 5204 TAMARUS apartments C & D in order to serve a search warrant at both apartments. The search warrant was based on information from a Confidential Informant that told us a TONI BULLOCH aka: TONI MARINIER, was using these two apartments to run a prostitution operation.

The information received was that BULLOCH ran personal ads in the Las Vegas Sun Newspaper and that when a person answered those ads by telephone that he could come over to apartment C at 5204 TAMARUS. The person would then exchange money for sexual favors.

A check with the Centel phone company showed that BULLOCH had at least three telephone lines going into apartment D and that they matched the telephone numbers in the personal ads of the Las Vegas Sun.

The search warrant was also based on an arrest that took place on 2-8-90 in which a telephone call was placed to 795-2192. I placed that telephone call from the DUNES HOTEL _____

CHI women, SA gave her address as being 5204 TAMARUS.

Based on that information a search warrant was signed by the Honorable Judge Myron Leavitt.

Once we gained entrance into apartments C & D CHI

In this statement BULLOCH told us that she had been operating a house of prostitution out of apartments C & D at 5204 TAMARUS with a gentleman who was named BOB LAZAR. BULLOCH said that she had originally "dated" LAZAR while working as a prostitute, however, she did fall in love with him. BULLOCH said that LAZAR rented apartment #C at 5204 TAMARUS in order that she and LAZAR may run a prostitution house out of the two apartments. LAZAR cut a hole through the closet area of the two apartments and installed a door so that they had easy access between apartments C & D. BULLOCH said that LAZAR went to the "chicken ranch" in Parumph, Nevada and subsequently hired a prostitute, SA to work as a prostitute in Las Vegas out of apartment #C. BULLOCH told us that LAZAR ultimately interviewed and hired at least five girls including SA

BULLOCH also told us that LAZAR had installed sophisticated video and audio equipment in apartment #C and monitoring equipment in apartment #D. This was done so that BULLOCH and LAZAR could watch the activity in the apartment for the safety of the girls and just basically monitor what was going on inside of apartment #C. BULLOCH said that apartment C was used for nothing other than being a "trick pad" in which prostitutes would meet with customers and exchange sexual favors for money. BULLOCH said that the majority of the time LAZAR would split the money with the girls at a 50 percent to 50 percent rate.

BULLOCH also said that LAZAR installed several answering machines for business use, that being prostitution activity. BULLOCH said that LAZAR also ran all the book work and kept track of all the

money that was made from the prostitution operation.

In addition BULLOCH said that LAZAR had a 255 prefix number at his home at 1029 JAMES LOVELL. BULLOCH said that this number was forwarded to her house and that the number was listed in an ad in the personal section of the Las Vegas Sun Classified ads. This ad read, 255-3987, very clean, pretty and friendly, not an agency, Robin. BULLOCH said that in early April LAZAR began to become distant and began taking items out of the apartment which related to the prostitution house being run in apartments #C & D.

During the search warrant at 5204 TAMARUS #C & D numerous items were confiscated and seized by Vice Detectives. Among these were; a hidden camera in apartment C which was concealed inside a plant. There was also audio equipment inside apartment #C. In apartment D, in an office area, were monitoring equipment both video and audio and a computer system that was set up in apartment D. In addition to this several "john" records VHS tapes, other camera equipment, several phones, several answering machines and miscellaneous papers, receipts and business cards were all seized.

On 4-13-90 SGT. J. MOSES and I again met with TONI BULLOCH. BULLOCH signed a LVMPD Consent to Search Form allowing us to search a safety deposit box which was located at the First Interstate Bank, Indios-Boulder Highway branch. In this box we found a lease agreement that showed that BOB LAZAR had leased 5204 TAMARUS #C on 1-9-90. Also in this box was a bail bondsman agreement with DAVE'S BAILBOND which both LAZAR and BULLOCH had signed together. These items along with all the items found during the search warrant at apartment C & D were impounded under DR#90-75252.

Based on all the information and evidence obtained during this search warrant at 5204 TAMARUS #C & D along with BULLOCH's admissions a subsequent search warrant was drafted for 1029 JAMES LOVELL, where LAZAR was alleged to be residing. We executed the search warrant at approximately 2000 hours on 4-13-90. LAZAR was not at home, however some items were seized from his house during the search warrant. They included numerous pictures and negatives, two of the pictures which showed SA One of the pictures showed TONI BULLOCH. In LAZAR's photo lab at 1029 JAMES LOVELL was a calendar which had items written on most of the dates.

On 1-9-90 the words "apartment today" were written. The lease agreement

for 5204 TAMARUS #C showed that LAZAR had leased that apartment on 1-9-90.

Under 1-12-90 it said, "Grand Opening - Ranch Opens." BULLOCH had told us that she and LAZAR had began running the prostitution operation on 1-12-90.

On 1-27-90 the words, "meet with bail guy" were written. The bail agreement that LAZAR and BULLOCH had signed was dated 1-27-90.

On 2-7-90 the calendar said, "busted at Dunes." SA and another female had been arrested at the Dunes Hotel in a room set up on 2-8-90. However, the room set-up had begun on 2-7-90 and the girls had agreed to come out on that evening and were not arrested until the early morning hours of 2-8-90.

On 2-27-90 written on the calendar was "met TONI - to LA." This calendar was impounded along with two VHS tapes, several pictures and negatives and two weapons which were found in the residence.

On 4-16-90 I was contacted by a white female who was later identified as SA SA came forward to tell about her involvement with both LAZAR and BULLOCH. SA signed a voluntary statement. On that statement she said that a BOB LAZAR had contacted her at the "Chicken Ranch" around Christmas time of 1989. She said that LAZAR had paid her $100.00 not for sex but just to interview her for a job to work as a prostitute in Las Vegas. LAZAR outlined for SA what was expected of her and also told her of the set up that he had at 5204 TAMARUS #C & D. SA said that she started working as a prostitute at these apartments at approximately 1-12-90. SA said that she usually saw around 1-5 customers a day and at the end of the day either LAZAR or BULLOCH would pay her for her work. SA said that she was subsequently fired in early February, however she came back to work the beginning of March 1990 at which time LAZAR was still helping BULLOCH with the operation. SA said that LAZAR often checked the parking lot for the police and also ran license plates to check to see if they were registered Metro vehicles. This voluntary statement along with the items seized from LAZAR's house at 1029 JAMES LOVELL were all impounded under DR#90-75602.
